I studied only the beginning of the game (first generation). I can just guess what happens later.

Uncompressed graphics
Some graphics are uncompressed, mainly the title screen, and the font. See ROM map for locations.
Compressed graphics
Most graphics are compressed, using the classical Nemesis algorithm (see here for a description and some tools).
