0-6 Frame Counter of Blink/Freeze
7 Mode [ 1 = Freeze Action, 0 = Invincibility Blink ]

Note:
The freeze function is used with Flash Stopper.
Invincibility Blink refers to when Megaman or an enemy gets hit and become invincible for a moment, while blinking.
The counter is used for blinking. For Mega Man to be invincible, value must be in $3C.
This memory range is used for both cases.
